There is an option within to set custom resolutions, scale up text and windows, etc. Its what I use as I have bad eyes, so it helps a ton
For vanilla:
Display -> Renderer -> Menu UI scaling (in MGEXEgui.exe).
for better results you need to install MCP (it have "UI display quality fix" which is important) and "Better Dialogue Font".
For OpenMW (0.45 or newer):
in settings.cfg (in user Documents locarion) or in settings-default.cfg try this options:

Go to: Steam client > Library tab: Right click on The Elder Scrolls III: Morrowind
Hover the mouse over: Manage
Select: Browse local files
The path may vary: <DirectoryChoiceDuringInstall>\steamapps\common\Morrowind
File of choice: Morrowind.ini
Make a bakup copy of file.
Edit file with a text editor.
The " ; " prefix will comment out the line (not execute it).
Save and close file.

The font is a bit plain, but large. I can read on the TV from across the room without my glasses now. The fixes listed by Conkwer made everything less blurry, but for some reason MGE XE wouldn't scale the text size. If I remember right, the MCP fix may need to be selected manually.
That is strange, for sure.
Older versions of MGE XE may have bugs with this feature, as I know.
You need to use v0.11.6 (or newer) if not using it already.
I have no problem with UI scaling on any PC that I have MGE XE installed, by the way. Work flawlessly.
This may be a problem with the video card drivers. Everything is fine on GeForce.
dgVoodoo2 can scale UI too, but not sure if that a good way to play Morrowind. Probably, not. Not the best solution, but playable.
I just tried v0.11.6 with scaling up to 4.00 (max), still no change. It is probably something wrong on my end, especially since I'm new to MGE XE, and have little experience adding mods.
I also combined it with a different font selection which is easier to read than the magic card font. It also doesn't overrun the Spellmaker controls when crafting Fortify Attribute (unlike the big version). It is called "century_gothic_font_regular". The supported fonts are located at:

By the way, you not need MGE XE GUI for this as all options are in .\mge3\MGE.ini
You can change MGE.ini in notepad and edit "UI Scaling=1.0" option here manually
Nothing especially hard. Just set Menu UI scaling higher and that's it.

Use it only if you are total noob and can't configure OpenMW by youself
