Once you're told to speak with the Arch-whatever of the temple High Fane, and he'll tell you to go directly to speak with Vivec. He'll even give you a key.
Have you been told to speak to the temple dude yet?
I decided to just fly over the ghost gate go straight to Dagoth ur. I barely even damaged him before I was killed. my character is level 20 and has longsword and strength maxed out. I am as strong as I'm going to get yet can't even come close to dagoth ur.
Just drink enough sujamma that you deal more damage to him than the 32bit integer limit and crash the game.
But idk, i think its awesome.
p.s I would not class these as "filler quests" they are an integral part of the main quest. As an aRpg they give you a chance to find out about all the politics and peoples of Morrowind.
You need Wraithguard and Sunder to beat Dagoth Ur. You only get them after meeting Lord Vivec. So either get named Hortator by all houses and Neveraine by the tribes or how I have done it last 2 playthroughs and that is reach 50 reputation and be level 20 or over.
Not so hard getting level 50 reputation - Do all mages guild quests, become head of Telavanni, do some fighters guild quests, do some Temple quests and do the first 3 main quest trials.
Here is a link to all the reputation points you can get and where from. There is a total of 173 reputation points in the game:

Actually in House Telvanni I thought if you were named Magister by Master Aryon then all you had to do was challenge Archmagister Gothren, kill him and you are the new Archmagister and name yourself Neveraine.
