Morrowind was made when mp3 was licensed and does not include the codec.
i would recommend CCCP (http://www.cccp-project.net/), you can use the 64-bit download, it includes both versions.

(i use a version of CCCP from 2012, which does include all codecs)

Edit: the K-Lite does include the mp3 codec
Do you know if the mod order is wrong?
i install that version and the problem still there....
use autoruns and check if the codec has been registered?
run game as Administrator (if it works, add game to anti-malware white-list)
did you check if DirectX was properly installed (as this game does not bundle it)
