For some people it's fixed by disabling cloud sync, setting Morrowind and its launcher to run as admin, running the launcher, putting in the settings you want, closing the game, and then reenabling cloud sync.
You might also want to make sure Morrowind isn't set to "read only".
Though, admittedly, for some people the problem will never be solved. Morrowind is sadly very very buggy and that's just something you have to deal with if you want to play it.
I don't see that option in the launcher.
also I don't know how to "set the game to run as admin"
I could navigate directly to the folder that morrowind is located in, and then I right click and run as admin instead of launching it through steam, but whenever I do that, the game crashes to the desktop and I get an error message.
