Tax collector (SOLVED)

I know this is probably a really easy quest (or im just totally an idiot) but I have no idea how to do anything in the missing tax collector, tbh im probably really being dumb but idk what to do after somebody says that hes missing, i cant find his house or anything??? lol sorry but i really want to do this one and i legit have no idea how.

Here's some info to get you started

First, you have to find his body. Go to west near the sea from the town.

Then well, you should tell about the murder to some NPC and they will tell you rest, about what to do.

Remember, in this game you have actually talk with NPCs (even random ones sometimes, like in this games) to find out more info about what to do.

you can't be an idiot because you are playing game which is way too hard for idiots. you see, you are krab and morrowind actually foresaw this. what a generic krab does first in a game? he goes to say hello to his fellow krabs in the nearest swamp... tadam, he then finds a body... it's genial.
