for the first playthrough is recommended to uncheck tribunal file in the launcher. both expansions in morrowind are designed for mid game or post game character.
the simple explanation for why guards do not react is: you have bounty on your head and head hunting for the most part is legal in morrowind.
But that's strange, because they helped me against monster, such as the annoying cliff racers.
Wouldn't the guards be hostile to me if I had a price on my head for a crime, too?
it's not that kind of bounty... it's part of tribunal's storyline.
Yeah, Tribunal's supposed to start that way, to give you the impetus to investigate.
I wait around to heal because I'm a noob from the latter games and I get attacked by an assassin 2/3 times and the guards won't intervene even when I run the knife-wielding n'wah (kek) past three imperial legionnaires! D:
I asked the guards when I lucked out and killed one of the assassins and it went kinda like this.

The guy you're told to talk to will give you the information on what you need to do next. Heads up, you're going to the big city!
Btw, there's a reason these Dark Brotherhood assassins are so powerful compared to you. Originally, Tribunal was released back in 2002 as an expansion pack for Morrowind. The original intention was that you would start the expansion after you finished the main questline for the base game with a fairly powerful character. But when the GOTYE version came along, something in the timing got screwed up, so the Dark Brotherhood attacks begin MUCH sooner than they used to.
