Enchanted SteelMace - Enchantment never running out bug?
I bought this Steel FlameMace and, it says it has only 10 charges before it needs to be recharged.

Except, the mace uses up all its charges but then I can simply use it again after a while, without me having done anything.

Is this a bug?

No. Enchanted items in Morrowind, unlike Oblivion and Skyrim, regenerate charges over time with weaker enchantments(UESP, I think, has a page discussing this) recharging faster then stronger enchantments.

also, your "Enchanting" skill affects how much is drained after each use.
with 110 at Enchanting, every item will cost 1 magicka per use

Just fyi, 10 charges on any item is trash teir. Also, it doenst meant it has 10 uses. "Charges" is just a pool of magic and whatever the effect on the item is may use several charges at once.

For example, a sword may have 500 charges, but the magic effect on the sword might uses 500 charges, thus it can only be used once. Or it may have an effect that uses 100 charges and thus can be used 5 times before running out.

So, if you are looking for a weapon that will last awhile you want to find or create a magic weapon with lots of charges, but small use amount.

I usually go to an enchanter early on and have them make me weapons with 2-300 charge, but an effect that only uses 1 or 2 charges. You have to provide the soul gems for it though.
