Are you using any mods? If so, you should post your mod list.
What level is your character? When did you first notice this? Did you start a new game to see if the issue replicates in the new save game?
This might help track down the issue.

3. Around 27, can't look it up right now. It first happened at that point and also repeated for further levels (i'm trying to get all attributes to 100, except luck, so i use a lot of teachers). Didn't try a new game yet.
There are a lot of posts about this issue. All the other posts I found appeared to possibly be related to mods.
If your stats aren't at 95 or higher, then I don't know what could be causing it.
Maybe someone else will have experience with this.

btw if useing skill gain mod can alter this
(special thing about skill gain mod to have those work need start new gam, after activated a mod like that, to make sure that it is loaded since variables like that are only altered and set during new game creation)
mod like that can alter how much you gain fix at each level up,
but same time will also alter the max level.
if allways +1 then max level reaches 200+
if allways +5 max level round 48-54
depending how one sets those gains one can so mod diffrent level scales.
For example: You have Spears as Major (or Minor) skill and Middle Armor as Miscellaneous.
You got +5 in Spears while attacking enemies and +3 in Middle Armor from some NPC. When level-up, you'll get +round[5/2]=+2 to the Endurance. But if you'll got +3 in Middle Armor while fighting, you should get +round[(5+3)/2]=+4 to the Endurance.
I've read something like that on some russian forum long ago, didn't remember accuratly.
P.S. vanilla game w/o mods
Nope, all skills contribute to attributes, with teachers or not. I did this all the time and it only stopped helping at high attribute levels.
