But that's all water under the proverbial bridge... OpenMW has proven to be pretty cool, and what I hope to learn from this thread is empirical advice on how to make it even cooler. :)
*Edit* I should also add that it's generated wonderful guides such as Modding-OpenMWdotcom[modding-openmw.com] and An OpenMW-friendly guide to installing S.T.E.P. Kudos to these players!

*Edit* I've just found this recent discussion regarding Water shaders, OpenMW vs MGEXE[forum.openmw.org].
I've simply accepted the vanilla flat water texture for further view distance. No idea why the hell this has such an impact on my fps, even with everything turned to its lowest option the shader itself just eats frames.
Other than that, performance has only improved in every way. Likely because they took the time to optimize so well :D
I understand your struggle. It could be something on my end, but there's a definite difference between 'on' and 'off' in FPS. Without any texture packs installed I get ~40 fps in Seyda Neen with the shader on maxed out, view distance at maximum. When I turn the water shader off, capped at 60 and begging to go higher. If I turn the view distance completely down and only have roughly 20 feet of view, I can have pretty water and 60 fps. However, this is not the case for me when using MGE XE's water shaders (I just get 60fps with max view and pretty water).
