nope, it doesn't work. only restore health and restore stamina "on self" effects are available. since enchanted items recharge themselves, game designers probably thought that this shoul be enough. still better than oblivion, since spell making posibilities was cropped badly there (but less buggy overall, kudos for that, bethesda). and i'm not even talking about skyrim...
plus, regenerating mana would probably make atronach sign less useful, and entire game less replayable...
This is irresponsible as it could lead to Void Salt addiction, I've seen kids trembling on street corners chewing the insides of their cheek on that stuff!
Nonsense aside, you can give yourself a semi-permanent 100 points of Feather if you have Mark, Recall and Almsivi Intervention...
Go to the Fields of Kummu shrine and use Mark and then you can recall there anytime for 100 points of feather from the shrine (lasts 6 hours) before using Almsivi Intervention to teleport to Balmora Temple which is within sight of the Mages Guild and a short sprint of a Silt Strider.
That's my trick for fast travel. It's quite effective, you can get back to almost anywhere from Balmora using the guild guide or strider.
learn a intelligence drain spell, make a new spell set to 100 to self drain for one second, and boom: Magicka fully restored
note: if the player has 101 intellingence throught enchantement, this trick won't work, it must go to zero magicka.
also spare some magicka to cast the drain spell.
If you plan to be a mage dont expect your magicka pool to cover all your spells, you NEED to collect bits of enchantments you find on your journey (and raise your enchantment skill).
the reason for collecting enchanted bits is the points on them DO regen, while magicka does not. Moreover the higher your Enchantment skill the faster items regen/less cost on their charge 101 enchanting i believe lets every enchantment bit use 1 point per charge.

I believe that this won't work if you have the Morrowind Code Patch installed. I think this is one of the bugs that it fixes, similar to how it removed the bug that allowed the "drain and train" exploit.
