-Alchemy: You need tools, and that tools are portable, you can mix potions anywhere. You only need the correct ingredients. You can purchase a Set of Apprentice Tools of alchemy on Balmora Mages guild. There are better sets but you have to find them.
-Enchanting: As alchemy you can do it anywhere, you just need an enchanted soul gem. But you need be good on enchanting to be able to enchant your own weapons.
Also you can use an enchanter service. On Balmora Mages Guild, The wood elf upstairs can enchant items for you. But that cost a lot of money. If you wanna do it yourself and free i recommend you get good at enchant skill.

You use 4 items each effects the quality of the potion (you only need 1 to make potions)

Mortar and Pestle
This is the only tool that is required to create a potion. The quality of the Mortar and Pestle directly affects the quality of the potion produced.
Alembic
Reduces the strength and duration of all negative effects. If the ingredients do not have any negative effects, then this apparatus will not be used.
Calcinator
Increases the strength and duration of both positive and negative effects.
Retort
Increases the strength and duration of all positive effects. If the ingredients do not have any positive effects, then this apparatus will not be used (since potions can only ever affect the player, there is little reason to do this, other than to sell it for profit - though the apparatus itself does not have any effect on potion price).
