Mm, I had this problem many years ago, probably you have a corrupted install, but it's possible also that you installed some mod (specially if a font mod) in a wrong way.

1. First check what says in your ini. Open your ini file (in the game main directory) a search "font", it must say:

...
[Fonts]
Font 0=magic_cards_regular
Font 1=century_gothic_font_regular
Font 2=daedric_font
....

2. Even if you have this, you could have a corrupt ini file, so try to check with right click on Morrowind.ini, click on properties, go to old versions tab anc check if you have some old version to restore to.

3. Check now your fonts, go to Morrowind\Data Files\Fonts. You must have at least 8 font files. The last two sorted by name are the "font 0" ones:

Magic_Cards_Regular.fnt
Magic_Cards_Regular_0_Lod_A.tex

If you haven't these files, and you haven't a heavily modded Morrowind (and even more if it's a clean new install) you probably must re-install the game.

Where can I find my Morrowind Ini? Everywhere I look in my folders or on Google I cannot find the ini folder.

I read the readme and it claimed that even if you uninstall Morrowind, it will still keep "Data files/Morrowind" and "Data files/ Morrowind.esm". I know I used to mod this game a lot so I prob touched these files a while ago. I deleted these files and verified integrity and now the game is working.

For Anyone with this problem Delete the Morrowind.ini file and go verify files on steam that fixed it at least for me but trying won't hurt
