I think the setting would best be done in the style of Game of Thrones/Song of Ice and Fire. With multiple POV characters and narrative threads that simultaneously explore multiple aspects of said setting. Just some potential threads:
Great House Rivalries/Wars
Abolitionism
Colonialism
Occultism
Religion
I mean, I could go on. But the big thing is, it couldn't get bogged down in the details. It's tempting, especially as us fans would want to see every stupid thing acknowledges, but that doesn't make good stories.

Not enough Dragons for current audience.
"Most" modern audiences? I contest that statement. Most modern audiences aren't going to expect dragons in such a show AT ALL unless it was set during the time of Skyrim. Skyrim is the first game in the series to feature dragons, and since most people watching a Morrowind-based show are going to be fans of the game, they're not going to expect dragons. If dragons are added in, it's liable to cause a backlash.
The problem is that you're making an assumption about what the phrase "modern audiences" MEANS. Your assumption seems to be people who play Skyrim have that as their only exposure to the TES universe, and that's just not true. MANY people who play Skyrim also play the earlier games, and those are the people who would watch a Morrowind-based TV series. In fact, there are many people for whom Skyrim often serves as a gateway to the other games in the TES universe, so it's pretty much common knowledge by now that the presence of dragons is abnormal. Many of those individuals are on these forums.
