Steam version for mods or GOG version?
Is there any difference besides the missing construction kit on steam? Or any other good reason to buy one version?

There s no difference and all the same mods will work. They might not all work with OpenMW, but steam is the regular game and so is GOG. Just be sure to turn off steam overlay in the steam verison as it conflicts with MGE

you might have to manually update the game with Gog, steam will always update the game whenever a new patch comes. However with mods both are on equal standing on the complexity.
