Peculiar Water Sounds volume bug
I recently re-installed morrowind, and have spent the better part of today wrestling with mods (I never really did a lot of modding before, this is my first time using a fair few of them). Anyway, I have an issue with my "flowing water" noises. Instead of the sound getting louder or quieter depending on distance, it always plays at practically-in-the-river volume. If I take one step back the sound completely stops. The volume is almost completely unnafected by the volume slider, but minimim is a little bit quieter than maximum.
Changing 3D audio to hardware or software ingame seemed to have no effect. Running the game with all the mods checked or unchecked had no effect (unchecked isn't true vanilla, as some of my mods effect the game directly). IDK if this issue applies to other sounds yet, water is the only one I've noticed on my walk to Balmora.

My mods are:
Morrowind Code Patch (of course)
Delayed DB attack
Morrowind Rebirth (and patch and addons)
LG NPCs
MGE XE
Speechcraft Rebalance
Westly's Heads
Lovely Loading Screens
Some long grass mods (was such a pain to get working with Rebirth)

My previous experience playing morrowind on this machine a few years ago did not have this issue, at the time I was playing with only MGSO. I've already done some typical troubleshooting (restart the game, etc), but I am going to do some more and see if I can find anything myself.

Found the solution after a few days of searching. I just spent a week going through the Morrowind Graphics Guide and this bug was ruining the experience.

Anyways, first install the Morrowind Code Patch. Then download the MCP beta patches from https://www.nexusmods.com/morrowind/mods/26348

There's a fix under the Beta category now, called 'Sea water sound falloff fix'. Tick that box and apply the patch. Boom. Enjoy your playthrough.

I know this thread is a little old, but it's the first search engine result when I was searching for a solution to this problem. Hopefully this helps many people down the road!

Restarted my computer and tried a clean install, still have the issue.

I'm necro-ing this because I'm having the same issue, and I haven't been able to research a solution. Of the mods listed above, The only two I have installed are:

Morrowind Code Patch
MGE XE

I'm going to faff about with clean installs -sans mods- to see if there's anything to be done about it, but I'd appreciate any insight the community has.

Try doing a verify cache. If that doesnt work, I have other suggestions.

Thank you for posting your solution! Such a small thing maybe, but it was really bothering me.
