Cant get out of the foreign quarter in Vivec, WTF?

I am usually great with maps, looking for the south exit to the next huge builiding....so Im on the Lower waterworks level, and see the ramp exit, but when I go down a level the exit isnt there...like I go past it. So what is the level where the south ramp exit is located? Thanks everyone!!!!

Try the upper waist works if you can. All the cantons are laid out the same though. Exits on all 4 sides, the ones on the north as south I believe are down long hallways and there's 2 for each side, and east and west the exits one per side and they're right at the t intersection that goes north or south.

(I may have mixed up the east/ west north/south).

Also if you got any divine intervention or almsivi intervention to return to temples or churches.

Thanks, actually confusion comes from actually entering the buiding. If you are on the outside ramp of the foreign quarter, there are stairways down to all levels just inside the outside ramp...DONT enter the building proper or you'll get trapped!!!!

I got caught out by this as well, what a nightmare. I spent an hour wandering around and properly bricking it when I first saw a ghost in the tomb I love not having waypoints and working out where to go from text and maps, but comeon level designers.
