Morrowind Graphics Extender is the go-to mod for extending what you call distance limits. The mod that you linked though is a very out of date version of the mod. You can get the latest version here: https://www.nexusmods.com/morrowind/mods/26348/.
To figure out how to generate Distant Land from here (Or Remove View Distance Limits as you might say) simply follow this part of this video by DEG: https://youtu.be/UKuMT5RT2IE?t=17m5s
(Vanilla Morrowind can't access most of your system specs power), but even with OpenMW that's a lot to render at once, wishing you luck non the less
For example with MGE I can render up to 10 cells and still maintain 60fps. With OpenMW if I tried that then the game would go full potato. That's not to say that OpenMW won't get there eventually, because I'm confident it will. But right now your best option is MGE.
* Oh yeah and if you use MGE then you can have animated grass with your distant land too.
