how do i give this guy my papers

Home boy at the very start wont bring up the dialog option for me to give him my papers and iv even tried console comands and drag and droping it into his inventory but i think it or i is broken if you can help please do

Try restarting completely. After you give him all your information, the paper should be on the desk right next to him.

I'm guessing you mean AFTER you pick up papers off table after speaking with the older bearded man and how to give them to the guard by the door? He (the guard in helm) doesnt actually need your papers but just to "look at them" which just means going near him and door after that piece of dialogue about "giving him your papers". You hear the door unlock and that is it.. done and you can move on to the other rooms and exit onwards.
