Specifically, this line: "Without an optional patch from the Morrowind Code Patch, pickpocket chance is effectively capped at 56% as it is rolled twice with a cap of 75% both when taking an item and when closing the pickpocket window. Item weight is also not factored in without the patch." The next line also notes that high-value items are nearly impossible to steal even at 100 Sneak.
Funny as it is to undress people, yanking the plate armor off someone is not something that you should be able to do via pickpocket. I relegate the whole undressing thing, to something that should (And could) be done, using Illusion (Paralysis) and KO (Hand to Hand)
It would be neat if there was some way of having it be a higher chance in some settings than others (eg busy tavern, probably been drinking, easier to pickpocket, traders who would be suspicious because you'd have to have come behind their counter to get close enough, very hard to pickpocket, sort of thing) but I'm guessing that'd be quite hard to set up, if not impossible (honestly don't know enough about the modding tools to know.)
