It's all about this
Even though I didn't install this mod, I found the folder \Steam Games\steamapps\common\Morrowind\Data Files\Sound\Fx\magic inside which there was the infamous sound.wav.
I simply deleted it and the noise went away!
I BEGUN TO EXPERIENCE THIS PROBLEM WHEN I INSTALLED THE MORROWIND CODE PATCH.
I don't know which option caused this sound to appear because I didn't read each and every option, but "just so you know", if you install it, it will corrupt all of your savegames with this

MGE, for example, is a really awesome mod that greatly improves the graphic and few technical aspects of Morrowind (IE, auto-hide/show crosshair) without altering the game mechanics.

I had a sound debuff from wearing armor due to one of my many mods, cant remember which. This stupid sound was constant. Deleting the sound.wav fixed it.
If you have Sound magic debuff that causes you to hear whispering and have an increased chance to fail casting spells, it works as intended and is part of vanilla game.
To fix this properly you should get rid of the magic effect, not the sound file. Perhaps remove the mod that causes it to appear
