Report a translation problem
The problem is that the minimum chance for success is 5%. I adjusted that setting to 10% using the Construction set and with Speechcraft at level 5 you can tell the difference. I still fail alot because of my low skill, but your success is alot more noticable.
As an Imperial with higher speechcraft and personality with the Lady you would be alot better off then I am after adjusting that too.
This is the game setting that can be changed using the Construction Set. You can set it to whatever you want. I went with 10 to double success at low skill.

But if you don't want to mod it, then I suggest investing in Telvanni Bug Musk. If you stack 2-3 of them before speaking to an NPC, you can increase your success rate considerably and since time doesn't pass while in the menu you can level up Speechcraft as much as you want by spamming admire. One of the mages in Balmora Mages Guild sells them.
If you dedicate one level to gaining +10 in speechcraft and get the +5 personality bonus, I am sure you will have much more success in the future.
I am not very experienced with Sneak. I have never bothered to level it up.
Imperials get +10 to speech. To raise speech further at game start, you can choose speech as a Major skill. And then, if you choose Personality as a favored attribute, you will get bonus points to Personality, then level faster at speech whenever you are successful at it. You might be the 1% that choses Personality as a favored attribute but I think you should play however you want.
If you use the Imperial's Voice of the Emperor Power, it acts like a charm spell. It only increases starting disposition. You increase the speech check by increasing Personality (chose the skill on on level up), use fortify Personality or fortify speech with enchanted gear (the quest rewards from the Imperial Cult come to mind) and of course ensuring your stamina is high since being tired affect all skill checks.
If you think speech is annoying then just use charm spells and fortify personality to start off with a higher disposition.
Your sneak attack depends on your combat skill. You have to have enough points in sneak and your attack style to backstab. You get one chance to hit. If you don't have enough points in combat, then you will constantly whiff (miss).
-If speech is below 30:
*Go train with a trainer to get that skill up, and add to your Personality multiplier for leveling
-If speech is around/above 45-50:
*Save-scum with quicksave, and admire people constantlly. Quickload if their disposition hits <20, because getting them to even tolerate you again is expensive.
[Bonus Tip] Bribing people is a good way to get them to like you better, and you can level faster if you bribe them with lots of money. This is, of course, very expensive, so you'll have to find a reliable source of gold to fund your cross-country cult following ;)
