If you haven't already, in the options you can turn audio between software and hardware. Don't know if that's going to help, but it's worth a try.

Same happening to me. I am updating my drivers, but will try that options suggestion as well.

You can switch between software and hardware in the Steam version of this game?

Taking you at your word, that's a lot of guts from Soundblaster cards to be run on Steam games. The hardware option if nothing else will make your footstep sound change quite a bit. The hardware option activates 3D audio effects. That's the wikipedia term for it.

if you can't switch to hardware sound because don't have compatible sound card, you can always use a DSOAL wrapper https://www.nexusmods.com/newvegas/mods/65094 (it's not only for Fallout3, obviously, and works with Morrowind).
It can fix problems with sound too

If you are on Bluetooth, check with a good old-fashioned cabled connection and see what happens. On my PC (with all drivers updated) the sound becomes choppy and laggy only when on Bluetooth and the only game affected is Morrowind. I didn't want to spend more time troubleshooting, so I just use the cable on my Bose headphones for this game.

Just buy an external Bluetooth v5.0 (for 3.5mm jack or Optical) transmitter with Apt-X.
$17.
No drivers or even PC is needed (works with everything with 3.5mm), profit.

Go to your device manager, find your sound driver and *uninstall* it (do not delete it) and then reboot your computer. This will make windows reinstall a fresh copy of the driver. You can also try to use the update driver from searching the web, option.
