Caius told me to ask Addhiranir about a cult.
I can not talk to him because he says he is being watched by an agent.
I have looked into the solution and it says that I can distract the agent, so that I can speak with Addhiranir. But when I talk to the agent I have no point where I can convince him. Is that normal what do I have to do?

Talk to addhiranir and you should have an option that says you'll get rid of the agent for the information (I think you gotta ask about the sixth house cult to get the option) then you can go to the agent and tell him that addhiranir left to the mainland.

Okay I just did it. I simply talked to addhiranir, I asked her about the census and excise officer and I asked about the sixth house cult. Then I went upstairs and talked to the agent and asked about the topic of addhiranir, and I was given the option to tell where she was or that she went to the mainland (pick the mainland choice.) And then I walked down to addhiranir and she told me what i needed.

When I asked her about the census and excise officer, my quest log was updated with a thing that said "maybe i can do something to get rid of him" so I think you need to ask her about that to get the option to tell the officer where she is.

I talked about every point with addhirnair. When I go to Duvianus I can only choose between "no" and "sorry I´m busy". Is this a bug then?

Is there a topic of census and excise officer with her? And if there isn't, do you have mods? If you have a mod that alters dialogue , most notably one that alters greetings, you can break quests.

What's your disposition with addhirinir? Try giving her some bribes to increase it (if it's low)

Also you can just kill the agent. Save before trying, and recommend taunting. Taunting has a much better chance at working if they have a higher disposition (with almost no chance at working at 0). So what you do is bribe him 10 gold until it's way up like 70 80 or 100. Then taunt until it's almost 0, then bribe to bring it back up and repeat this. Usually you need about 5 successful taunts to get them to attack you. In which case you can kill him without getting a bounty.

If that doesn't work then all that's is console commands to bypass the quest .
