These look identical though the latter is an edit for btb (not sure what that is). You should only be using one of them, whichever is relevant to you. Btb whatever that is is probably specifically to use that patch with a certain mod. If you don't have said mod (I assume btb) then I wouldn't use that version.**
Wrye bash or morrowind mod manager or many programs can be used to change load order
** typically that's how these things work. i don't use those mods and not sure exactly what they do so I could be wrong. But thats usually the case.
