Enemies randomly not taking damage
I can stand right in front of an enemy swinging my weapon over and over but they sometimes just don't take damage. Is this a glitch and if so how can I fix it because its really annoying.

Its not a glitch. Combat is RNG, based on your skill with a weapon, and attributes tied to that skill.

A similar kind of dice roll system from dungeon and dragons which morrowind is based on.

If you are lvl one and you want to melee, you have to chose a major skill in some melee weapon and wield that weapon in order to have success hitting a target with said weapon. The higher the skill, the more often you hit. Spells are also RNG based on skills.

You are most likely just missing them.

If you think it's a problem you should probably start over and make a better custom class for your character to improve your starting accuracy. Otherwise you may have to invest in some training, which can be very expensive.

If you want to be accurate with your weapons or spells, your primary weapon of choice should be a major skill and if you are going to use some magic, your main spells should also be major skills.

It also helps if you check your chosen races starting racial bonuses. Each race comes with their own skill bonuses and choosing some of those same skills as major skills will give you a higher starting skill bonus, which will mean higher accuracy or success.

Agility will also improve your weapon accuracy while Willpower will increase your magic accuracy.

The Warrior Birthsign adds Attack +10, which is 10 accuracy for all weapons. You will usually not need it though if you maximize your character right during creation, but it can still help early on if you don't want to miss as much.

You can buy some cheap weapons from the Khajiit trader in Balmora, which are enchanted with a Bound weapon. Bound Weapons are nice because they come with a large accuracy bonus.

You can also buy a Blessing of Vivecs Fury for 35 gold at the Highfane in Vivec that grants you Attack +5 for 48 minutes, which will improve your accuracy. It is very useful early in the game when you have low accuracy.

There are also a few items that increase Agility and Accuracy that you can obtain. Items like the Ring of the Wind, Fists of Randagulf, Septim Ring, and a few others. Just do some research on UESP.

There is a chance to hit calculation in Morrowind, meaning that you can 'miss' hitting your opponent. This is based on weapon skill, agility, luck, fatigue and fortify attack.

Wouldn't it make more sense to have so when you swing your weapon you have a 100% to hit them as long as they're within range?

No, because having a 100% hit rate will take all the challenge out of the game. The game was not meant to have perfect accuracy like Oblivion and Skyrim.

You can easily find Daedric weapons and other powerful weapons at level 1. With 100% accuracy you will kill everything with ease then you will get bored with the game.

If you want to be able to enjoy the game, just try to understand the game more and create a more balanced character.

The tips I provided before can already make you a bit over-powered if you use all the accuracy bonus tips I mentioned.

As I said, morrowind was inspired by dungeons and dragons, which means dice rolls. And, no, it doesnt make more sense to have 100% hits like in oblivion/skyrim. Because even if you are in range, and appear to hit something, it can still do zero damage. Its 100% realistic. Dodging is simulated by the dice rolls. Its not just your skill alone that is calculated, but also the defenses of the target that is taken into account.

Its an older system, but its also a more balanced system. If youve never played a game that uses dice rolling, it will take some getting used to.

It was 2002, never winter nights just came out on the back of ice wind dale and baldurs gate. At the time, these were the serious rpg titles. Times were different :)

What's your character? What are their skills? What are they using?

Make sure your fatigue is full. If it's zero, then you won't hit anything.

It is most likely because you are playing as a character whose focus is not in combat or that you are using weapons you are not skilled in. Also, as mentioned earlier, check your fatigue. When your stamina bar is depleted, you cannot land attacks. Make sure to check what weapons you are proficient in, or else be prepared to be swinging around a lot until you eventually become proficient with them.
