Character Leveling Questions
What is the maximum level your character can be at? Also, whats the number your major, minor, and misc skills cap off at?

All skills cap at 100. As for maximum level, that's a little bit more difficult to explain. At the start of the game, the level cap is at supposed to be at 78, based on what the uesp wiki says. BUT, that number can, and most likely will, go down, because of the way leveling works in this game. Once you choose a race, some skills will get increased, and if any of those skills are major/minor skills for your character's class, they'll be closer to their level cap, and since leveling is this game is directly linked to major/minor skill levels, that gives you slightly less than 78 in all.

^ Exactly. Depends on min/max on race and class but in the neighborhood of 78 for max character level and any skill (Major, Minor, Misc) can all be leveled to 100

Yes, if you commit a crime and the guards approach you there will be an option of paying, going to prison or fighting the guard. Going to prison will decrease some of your skills permanently which you can level up again once you're free. If some of them are major/minor skills you can actually go beyond the cap of 78. But that takes some dedication and probably won't change your overall experience.

Your skills can decrease in the manner that Fenir said, but stats decrease from other things. Your stats (Attributes) can decrease in one of two ways: Damage Attribute, and Drain Attribute. The main difference between the two is that Drain Attribute effects only last for a short time, while Damage Attribute requires effort to get rid of it. Visiting a shrine, or drinking a restore attribut potion for the damaged skill will get rid of it.

Sometimes, you'll fight a creature that has a disease, and it can infect you. All the diseases (with a few exceptions) are Drain Effects, and they can be cured by drinking a Cure Common Disease potion, or a Cure Blight disease potion, depending on what kind of disease it is.

Level Cap before crashing is 255, but you have to play in jail alot to lower skills to ever get that high :D.
Er.. You can just buy Drain Skill from Solea Nuccusius in moonmoth, then use spellmaking/enchanting to get an on self effect for 1 second on one of your major skills (note that there's a bug and you'll need to set it to higher value then back to 1 second for it to work). Then just talk to a trainer in the skill. You cannot go above 100 using this method, but the training will still count towards leveling up. It's not hard at all to do this using enchanted items specifically, because they cast instantly. I never bothered to go past level 90, though. Presumably, assuming what chaosbringer said is true, the real cap is at 255.

The whole thing is there isnt a real level cap, just a cap on what is possible without exploits. The moment you hit 256 the game crashes 100% of the time though, so 255 is a literal level cap :D (extreme boredom + trainer exploiting got me that fact).

It's funny how you can recognize Morrowind as an old game with the 255 limit.
