If you're getting killed extremely quickly, it's much more likely you've found an enemy who is much higher level than you, so the combination of your low HP and their high Accuracy means they can kill you thrice over in a couple seconds. That tiny bit of extra AR from Boots and Helm isn't going to help in that situation.
Actually, it was Morrowind that "messed it up".
Arena and Daggerfall Argonians could wear boots and helmets regardless, too.
(The Khajiit being a different subspecies of Khajiit are a different story)
It's also been awhile since I've played the expansions, tribunal especially, but I checked the wiki and there are no unique boots in either expansion that are needed to complete a quest without unreasonable difficulty.
Or jump in water as a khajiit and become a wet ♥♥♥♥♥.
The possibilities are unlimited >...<
Technically, by disallowing khajiit and argonians from wearing boots, possibilites are, by definition, not unlimited.
