Your character will automatically block attacks on a percentile chance when you're physically attacked by an enemy. The higher your agility and block skill, the more likely you are to block.
So if you have a low block, don't expect your shield to come up much :/ if you're using 1 handed weapons, equip one anyway since every now and then it will save you a hit (and slowly level on it's own)
Block is one of those skills, levels fast past a certain level. If you can get it to about 25, you should be good to increase it naturally :)
Shield is the only skill where it is a good idea to use a trainer early on for, because the faster you level it up the more it will auto block attacks and the faster the skill will increase on its own, which will help increase your survivability.
Shield also helps increase Agility at level up. I like to start with Shield as a major skill and then buy 10 levels of training to increase my Agility by 5 at level up.
That way leveling up shield will help improve your accuracy, ability to dodge attacks, open locks, and will also improve blocking through the Agility you receive at level up.
