Arch-Mage Quest Journal Bug

In Mage's Guild, I have done every thing to be able to be an Arch-Mage(did enough duties and met requirements, I mean). Then, in order to become Arch-Mage peacefully, I completed Skink-In-A-Tree's-Shade's all quests. After completing all quests he(or she?) had given me, he gave me a letter to Trebonius Artorius(which should retire him from being Arch-Mage and make me the new leader). I took the letter, gave it to Trebonius and he said that I'm the new Arch-Mage. After that, everyone addressed me as Arch-Mage. There's no problem until here.

But the quest of becoming Arch-Mage won't finish. I mean, after I give the letter to Trebonius, Journal should say "I am the new Arch-Mage of the Guild of Mages in Vvardenfell." and get completed. But it does not.
I tried using the "Journal" command in console, either, but after I used the command, Trebonius told me to "meet in the Arena" even though I didn't challenge him.

So, what can I do? Is this a bug, or am I missing something?
Just a guess, may it be because that I didn't finish the quest "Mystery of the Dwarves" given by Trebonius?
(by the way, the name of the bugged quest is "Mage's Guild: Arch-Mage" and the ID of it is "MG_Guildmaster" and the stage of quest which doesn't update is 100, in case you can't find what I'm talking about)

The problem may have occured during this part of the quest script (from the wiki)

"In it, Ocato asks Trebonius to promote you to Arch-Mage. Trebonius will, but he won't step down; you end up both being Arch-Mages, and you get +2 Reputation bonus. The downside is the only way you can get his equipment is by doing the Dwemer and Telvanni quests he sets for you. Because of how the journal script progresses, once you have the letter, you won't be able to challenge him to a duel unless you have previously done so."


i'd guess it's just a bug. if you've beaten the quest, and are just trying to clear it from the journal, just use the quest ID and set stage it to 100 (like you point out in your 3d paragraph).

But, as I've said, when I do it using console, Trebonius wants to challange me..

I think I'll be able to finish the quest after I complete the quest "Kill the Telvanni Councilors", which he is going to give me after I finish the "Mystery of the Dwarves" quests...

If anyone interested in this topic:

It is clearly a bug, I checked in the CS, and looks like the only thing is checked if Journal MG_Guildmaster >= 50 then Trebonius always wants to duel. What you can do is temporaly lower that value using the console:
setjournalindex MG_Guildmaster 49

After that you can talk with him normally, then change it back
setjournalindex MG_Guildmaster 100

This means the quest not finishing could be intentional in order to not cause the duel, rather than a bug. After all the journal entry does not actually affect your rank.
I think finished and unfinished quests weren't even a thing in the release version, as I recall they added this sorting system with Tribunal, it would make sense if it just didn't work with some quests.
However, isn't Trebonius supposed to disappear after you hand him the letter?
