Report a translation problem
Go to Khuul and take the boat to Solstheim. Talk to the Khajiit. If you are still at a low level it is very helpful if you have the Boots of Blinding Speed and a way to resist magic, otherwise you will need to be skilled at avoiding aggro from enemies that may be a higher level than you.
Once in Solstheim go to Thirsk Mead Hall. It is on the east side near the center. There is a hollow tree stump next to Thirsk that has several useful items in it.
One of the items is a glove that has a constant effect of Fortify Security +20.
You should be able to open the lock with that glove and a decent lockpick which you have already. If you still can't open it, you will need to add some Agility to improve your lockpicking further.
You can actually open level 100 locks at level 1 with the right setup. The Glove in Solstheim makes it possible when combined with Security as a major skill.
This is the formula apparently. I just found it, so I wouldn't really know. Now that we know that, let's see how high your security skill should be. I'm going to assume you have 40 luck and 50 agility. So 1.25(30 + 4 + 5) * 1.4 - 75 = -6.75. Close, but not there yet.
1.25(x + 4 + 5) * 1.4 - 75 = 0
(1.25x + 11,25) * 1.4 - 75 = 0
1.75x + 15,75 - 75 = 0
1,75x = 59,25
x = 33,85
So with the grandmaster's lockpick, 40 luck and 50 agility you need 34 security to be able to pick that lock. There is a very real possibility that I screwed up something, but you have all the tools required now, so give it a try :P
Besides, only you know the actual stats of your characters, I was just guessing your luck and agility.
