Adds a new value to the games you have already beaten. In Morrowind case, you can set up rules, like; Try to finish the game, by doing over 50% of the quests available, using only Long Swords.
Here's another; Complete 100% of all quests, never welding a weapon, and using only magic.

I agree that if achievements are that important to him, then Skyrim is what he should be playing.

If Steam achievements are all that matter to you then you really don't want to play either Oblivion or Morrowind. You'll just have to decide whether achievements are so important as to make those games not worth playing for you. There's nothing else anyone on this forum can do for you.
