even if u want, pizza tower is fast game, GeForce NOW has delay because it's a cloud gaming, because of that playing pizza tower could be problematic

My 4 GB RAM Intel i3 potato from 2012 runs the game without any lag nor stutter. It takes a while to load the game due to the age of the hard drive, but other than that, the game runs nicely. What kind of lousy scrawny specs do you have to even need that?

It's a PC issue, you really need to get a new one and I mean it. You can buy a laptop for a relatively low cost, it'll probably be good enough to run the game smoothly.
