Noise is better than Peppino in basically every way. His moveset is far more powerful, especially his tornado attack (which is a straight upgrade to Peppino's shoddy dive bomb, seeing how it works instantly, does not require an uncomfortable button combo, can move anywhere and is almost invincible, and builds up Mach 3 instantly), his faux-double-jump "uppercut", his piledrive (which downright allows Noise to fly indefinitely), and his ability to superjump freely, which trivializes a lot of parts of the game.

Noise also cheeses all of the bosses: Pepperman is far more controllable because of the high uppercut and the Noise Bombs allow for his mini form to be beaten without a struggle; Vigilante is easily combo-ed and you only really need to pay attention to the Ghost Farmers, plus Noise cheats at the showdown; Doise is a free P, and even in his actual boss fight he is worse than the original Noise fight because his rocks pose no threat compared to the Noise Bombs, which were one of the biggest threats in the original fight; Fake Peppino struggles with long-range attacks and his escape sequence is again cheatable; and Pizzaface lacks Doise in his fight whilst also having Super Noise, who is obviously superior to slightly more powerful Peppino.
And should we even get into how many levels are completely cheated on by Noise? The Noise Goblins in Gnome Forest being peaceful, Gustavo not existing (which means that players do not have to deal with Gustavo's sidegrade moveset, since Noise just combines the best of each world, which allows for easy cheesing), most timer-based challenges being removed (Horseys, Gnome Pizza deliveries to Gustavo's familiars...), RRF giving you the Devil's Pizza power from the start PERMANENTLY (even in Lap 2) while also upgrading it to be a screen-clearer if you actually bother to go to the Devil's Pizza room instead of just sequence skipping to John, Peppibot Factory having the water bucket which disables outlet tiles, War & Don't Make A Sound having the overpowered Minigun...

Note that I do not hate the Noise for this, in fact he's much more fun to play than Peppino and he does struggle more specifically in Bloodsauce Dungeon when going for a P (though the swap mode invalidates this). It's clear that Noise mode is just easy power-fantasy mode for players wanting a broken experience after finishing the base game, and boy does it deliver. I genuinely do not see myself going back to Peppino (even in swap mode) unless I want an actual challenge.

The levels are clearly designed with peppino in mind so I find he has an easier time of things but the noise is really powerful, I mean he can literally just FLY

Noise's minigun ground pound is most of the time annoying than useful.

It's not a glitch you get the blue noise costume for doing that.

There are arguments both ways here. Peppino, being the default, is what you would learn to begin with, and having a solid wallclimb that doesn't deteriorate is much better than Noise's decaying walljump, but on the other hand, Noise is even more of a speed demon than Peppino could ever be, achieving high speeds much more easily.

The water bucket is only used once in Peppibot factory. Its only there so that the noise can't get hurt in that one part near the mushroom toppin. The minigun in War and DMAS is just a worse shotgun really. It slows you down more and the ground pound sucks. The shotgun clears more enemies in one shot while the minigun makes you hold the attack key. The Doise's rocks are harder to deal with than the Noise's bombs because you can't just parry the rocks to make them explode, making the arena covered with rocks. Pizzahead's phase 2 is a nightmare. Fake peppino's chase is already easy with peppino because of how slow he his. Who fails at vigilante's quickdraw? Pepperman is not more controllable. Infact, I think it's the same with peppino. The noise goblins being peaceful is a neat detail but it really doesn't make the level easier.

Noises bombs destroys the cogs pizza face spits out, how is it harder? It made it much easier for me.
