1a. Right-click on the game in your library, then click Properties.
1b. Go to the game, click on the gear icon, then click Properties.
2. Under "General", go to the bottom of the Properties window until you see the following:

Advanced users may choose to enter modifications to their launch options.

Then, you can go ahead and put "-debug" into the box under that piece of text. It should now look like this:

3. Launch the game, wait for it to load, then press F5. You will now be presented with a console to put commands in. Be careful, as some could irreversibly damage your save file.

i learned this from one of the comments
STEP 1: Go into the games proprities in your library and go into general until you see launch options.
STEP 2: Put in -debug into the empty box.
STEP 3: Press F5 once the game loads.
STEP 4: Type in a random code, be careful though, some might permenantly damage your save file!
