What's the criteria for the lap 2 portals?

When finishing the tutorial on a new save I get the message "All lap 2 portals unlocked!"
I noticed that some streamer dude wasn't getting that, and didn't have any lap 2 portals.

So what's the criteria? Did I do something special in the tutorial that they missed? Or is it just that I've already played through the game? Is the message I got just a big fat "congrats dummy"?

I read that you unlock Lap 2 portals early if you beat the tutorial fast enough. If not that, it could be from beating everything on another save file

Complete the tutorial within 2 minutes or clear a stage normally first

As others have mentioned, you have to beat the tutorial in less than 2 minutes, or clear the stage first. The former exists solely for speed runners who want to complete the game, or for those who are competent with the game's controls. It eliminates the need to replay the level twice.
