u have high fps on doom4 since it has no graphics...
it has nothing to do with opengl/vulkan or directx
"it has no graphics", what are you, blind?
Anyhow, the basic problem here is that Crytek decided to go for DX12, not Vulkan. I don't think there are any forks running Vulkan, although the Star Citizen team have expressed interest.

Actually, CryEngine V apparently supports Vulkan. But Homefront is running on CryEngine 4, so that's not really applicable.
