I`ve photographed everyone, no-one shows as Sunderland. I`ve even taken turns killing each of the three civi`s. Whoever was in my ear at the start of the mission has gone quiet. If he`s not a soldier then he is one of the three civi`s,right? Not so.

I had the same problem. But Sunderland EXIST! I just gave that mission!...after about 10 attempts.
He is on the right place at the right time. Just game has BUG: MY PHONE DON´T MARK SUNDERLAND (Sunderland = tall guy with cap = collaborant). I think my phone is hacked by KLA :D
