i have been looking for hours for a way into that part,but everything is closed.. how do i get into it??

you have to use the exploding RC car, to open a door from inside.

after blowing the door with rc car the room is always empty .

Did you try reloading the checkpoint? Did you start a new game at some point? If you're still using the savegame you had in June of last year, it could be possible that your savegame got corrupted during one of the various patches.
