How to Change weapon?

I can add two weapons so when in a safe house i can add shotgun and a rifle, However if i bring up the wheel to change from pistol, the 2nd slot is empty and won't let me choose a differant gun? What am i doing wrong? !!

There are only 2 weapon slots, one for primary and one for your pistol...You will have to customize your loadout and select slot 1.
