Inside Job - Can't progress | NPC is blocking my path!

I've reloaded about half a dozen times now and either both NPCs in the queue don't move or only one of them does. I am stuck behind them and can't get past.

I restarted the mission until it eventually progressed. I saw so many glitches during my plathough you'd think they'd been patched by now considering it's been out a couple years.

That how HF:TR work depend just from luck, for one game work without any serious problems for others game is unplayable.
And answer to your question; devs patch game at least by year, so its theoretically fixed.

The bug tends to trigger if you run down the stairs too fast. Generally, if you exit the monorail and slowly walk down the stairs, it'll work correctly. They actually patched the sequence a few times, including removing half the people in the queue, but it still breaks occasionally.

This works,,, hold of getting out of the monorail after few sec. and took only a few steps at a time
