This game looks very very nice at 1980x1024 on high settings!
As for the order of DLCs - I wouldn't recommend starting with the voice of freedom unless you absolutely want to beat everything in chronological order.
Thing is, DLCs are linear experiences, and while they're well-crafted, they don't represent the open nature of the vanilla game, which is one of the main fun factors there.
