Number of Officers?

What defines how many officers I can have?
Something seems broken or I have managed to freak it out somehow.
When I go to recruit a new officer it says I have a full crew. Fair enough I guess.
If I get rid of someone I still can't recruit anyone because I am still full?
If I get rid of 2 officers it still says I am full.
What's going on?

Ok so I answered my own question.
I was sailing a ship that was above my navigation skill.

The only way I have found to remove them is to set them as boarders. Then zone and this puts them in the world with you. Then talk to them and you have several options about how to dismiss them.
If there is an easier way I would love to hear it.
