So after I spoke with the street vendor at the harbor, they told me that Indians and ♥♥♥♥♥♥♥ will pay me well for this. What should I do next to activate Amelia's appearance? I have been there and checked on her, and I know I need to do something else for her to show up.

Speak with the dark skinned woman that sometimes walks around town, don't sell her the Manga Rosa. You will have to try multiple times but eventually one of them will tell you about Amelia. You can't visit her until you do that step.
