Is this thing OP?
I found the blueprint on a random vendor, and thought "I've not heard this name before, I'll buy it"
Then I activated it. "Makes the wearer unstoppable in combat and prevents your attacks from being interrupted. No penalties, can be activated only once. Disappears after 360 days of usage or by removal"

And of its items required to make it, the only thing that is remotely a limiting factor is blue amber. Which I've seen sold by bankers before, and got a bunch of from that one quest.

So does the "unstoppable" part mean anything, and make it OP? Or does it only prevent heavy attacks from being interrupted and nothing else?

It means you won't get staggered in combat. Normally when you take damage, you stagger for a moment and can't attack or defend in that time.
