A solid fleet composition should be composed of at the very least one solid class 1 ship. Especially if its a quest ship, like the Eclatant, but even just a Man'O'War works. It's a big ship with a lot of cannons that shouldn't have too much trouble handling the fort. After that, have it backed up with another class 1 or 2 ship to draw fire and add support. Beyond that, extra ships for carrying crew and having deadweight to carry away your plunder.
Some forts are much more lucrative than others, but also much more difficult. If you want to get a full sieging fleet together, just get a full flotilla and bring 2-3k sailors. Make sure you have plenty of cannonballs, gunpowder, medicine, food, and rum. Wards that reduce your food and rum consumption are also great for this.

It's extremely worth it to attack colonies as you can get at least 1 million pesos per raid. Do that twice/thrice a month and you'll be good.
Governors may give you extremely rare items like Milano Cuirass, chemicals for making silver fulminate and wards.
To increase the chances of getting a gift from the governor, it's best that you attack high-value colonies such as: Belize, Havana, Willemstad, Philipsburg, Tortuga.
What you need is a fast ship that can hold full couleuvrines - the Eclatant is the perfect candidate for that. Why a fast ship? Well, forts are slow at aiming, so you can outsail their aim lmao, just don't get too close to the fort. I've been doing this for ages on impossible difficulty, so it definitely works.
You must bring along 3 other ships with at least 6k deadweight each OR 2 big ships with at least 9k deadweight each, and remove their guns so that you can maximise the usage of their cargo holds.
My squadron consists of: Fortune & Eclatant (firepower) + 2 Spanish/Dutch MoWs (loot carriers). I sail on the Eclatant with my officers having all the possible wards, Janissary on the Fortune and Spanish MoW, Jonah on my last ship because I heard that it makes you sail faster on the world map. I also gave all my companions a boussole for that same reason.
The Victory is a nice ship but I have way too many things in English colonies.
You don't really need to fill all your ships to the brim with sailors. I only did that for the Fortune and Eclatant, then put at least 400 men on the Spanish MoW and 100 (minimum crew value lol) on the Oliphant. After a raid, go on a recruitment drive + do some trading.
By doing this, I guarantee you that you're gonna be making at least 2 mil a month just from raids + trades.
Preparing for a siege is pretty easy, just stock up on food, ammunition, medicine, weapons and rum, in warehouses all over the Caribbean. It also helps that fort plunder isn't considered as 'stolen goods' so you can go to a capital colony, sell off your plunder, restock your ships and immediately start plundering more colonies.
The recommended amount of cannonballs would be 100 times of your flagship's no. of cannons. For instance, the Eclatant has 66 guns, so I'd bring 6600 cannonballs and gunpowder. Bring enough weapons for the men on your ships, if not you'll be losing more men for absolutely no reason at all.
Best wards for companions? Janissary. Why? It reduces rum consumption by a HUGE amount (rum is expensive and takes up a fair amount of space) and allows the player to overload sailors without fearing a morale drop. Goddess is nice too, but it doesn't reduce food consumption by a lot, and food can be easily obtained. Thor's Hammer is absolutely useless on ships with no cannons. Do I even need to explain the rest?
And dang, I'll needd to hunt for MoWs...

I got my Spanish MoWs from golden fleets.
Golden fleets are represented by a huge ship with golden sails on the global map, sailing from Portobello to Havana. The fleet consists of 1 Spanish Man-of-war (MoW) and a lot of heavy galleons and heavy frigates. All the captains have insane stats (idk what they are on other difficulties but on impossible, they have 100 of nav, cannons and accuracy, probably 100 of all weapon stats too), so you'll have to be careful.
They spawn twice a year, at random dates. Fortunately you can ask for rumours in towns and hope that someone gives you a lead. However, the lead isn't entirely accurate so you'll have to use your instincts or straight up just camp near Portobello when you're approaching the estimated spawn month.
Also what I mean by using your instincts, is, for some reason, I always experience a tiny lag spike whenever a quest ship spawns on the global map. So all you have to do is sail to west of Jamaica to meet it and then slowly 'guide' the fleet into the harbour of Belize and engage.
Another option is to camp near Portobello, once the fleet spawns, 'guide' it into the harbour of Blueweld (it's better than Belize) and engage.
The best option IMO, is to fight like a man and do it in the open sea.
