Side quest bug?

I'm trying to do this quest i picked up where i kidnap Dorothy Loadman for ransom. Well I've already fought for and captured her now it says i need to bring her to Willemstad to a guy named Gabriel Lovett. I reach the port and go into the tavern and ask the bartender about him, he proceeds to tell me that yes the man is there, usually walking around the streets between 12:00pm - 9:00pm. By writing this I've questioned every man woman and child and even guards around the entire town and have found no one by that name. Even looked outside of those hours and still nothing. Now i can't complete the quest and this useless lady is stuck in my passenger hold. Unfortunately this quest says nothing about a timer either.
Has anyone else done this quest or had something similar happen? New to the game and love it but damn even using walk thorough's its still hard to navigate sometimes and hard to tell what's a bug and what's just poorly explained.

On another note, i found a treasure map. But when i open it (equip it) a text just pops up saying "The map is still in great condition and if the legend is correct, the treasure is hidden in a cave to the north of the Aztec temple, a chest near the rope hanging from the ceiling on the mainland." but no actual map, is this normal? anyway i found an Aztec temple near Belize and as of my latest save i'm standing at the temple but cannot find said cave. The two caves i did enter had nothing in them, one did have a treasure chest in it but oddly i couldn't interact with it though it wasn't that close to the temple so probably wasn't the right one. Idk it's all frustrating sometimes lol. I played Pirates of the Caribbean as a kid and loved it and want to love this. Any help much appreciated.

There's a cave a few screens away from that temple, that's what you're looking for. When you find the right cave, there will be a notification in the corner and your map will be discarded. As for the kidnapping, no idea, I never do that job.

Thank you. At least one of the problems will be solved. Hopefully lugging her around won't break anything else in the game before I get further into my save.

I did that quest once without a problem although it wasn't part of Willemstad. Since it got a rework and is now a big town it might have caused a bug where the guy just never shows up. But if it says till 9 pm, try waiting until 8:30 for most of the people to go home and look for anyone that stands out. I can sometimes find people I am looking for, in regards to nobleman requests side-quests just walking around town at night. As they stand out against the guards they're really easy to spot. See if that helps. Or try and finding him in the church around 9,10,11, or 12 am respectively as the quest description might be just straight up wrong.

Unfortunately you just have to approach every single person on the street. One of them will be Clement Larivee.
