You normally get maps from random vendors, but your best bet is from the West India Company's headquarters in Williamstad. They refresh their inventory every week. Also, the tutorial missions are supposed to supply you with one. I think you don't get one if you return the quest-related earrings to the store owner instead of the mayor.
