Usurers will sometimes have them for sale. Other than that, they're rare random drops in captain cabins from boardings and/or treasure chests (from treasure maps).

make a save before enter bank, and load it if usurers don't have it on the list. This is the most reliable way.

Really hope the devs overhaul/redo how the vendors are designed. The way we're constantly RNG save-scumming (as much as we normally are at least) to find items in their inventory is just a overall bad design. Would be nice if at the very least their inventory was drastically expanded (Example - Instead of 7-15 items, they normally have 20-50 different items, not counting quantities of said items but the actual variety of items for sale).

The new system was implemented to make 'excellent' items much rarer to obtain, otherwise the game would just be too easy when a Lvl 10 player gets an almost perfect sword.
I seriously don't find it necessary to have all the good stuff early in the game.

Doesn't this take away from the "To each his own" mantra though? If you've done well enough to afford excellent items, you shouldn't have an artificial barrier preventing you from obtaining them. You always have the option to simply not use/purchase them (again, to each his own); but to now make an even heavier artificial barrier feels like the devs are losing the plot of the game's mantra.
