San Jose tavern girl quest

san jose tavern girl quest wants me to find out what happened to her brother in prison, who "supposedly" died of consumption, went to the prison and talked to the warden, he wont let me in to check, so how do i proceed? where do i go from here on this? gov didnt do anything and neither did the priest. any help?

here's my guide so far....
1. talk to the tavern girl, she'll tell u bout her brother that supposedly died of consumption.
2, talk to the commandant, he will not let u in the prison.
3. (two ways i guess to do this) talk to the bar keeper, he'll tell u to go to the commandant house (next to the market stall where the girl sells med), across from Port office.
4. if you're stealth is good enough. you can go to the commandant house, there you'll be greeted by a guy, u finish talking to him, he walks off, but still in the room, i guess this is where your stealth comes in.
5. there's a chest (the wardrobe or closet) right next to the door, open it and get the goodies as well as a letter from the commandant. if you're stealth is bad, then u have to fight the 5 men in the house, and after that u can loot them and the other chests getting lots of goodies.
THATS as far as ive got so far. will update as i progress.
