Quest "Just like home" won't start

The woman that's supposed to approach me in Tortuga doesn't show up. I am level 12, and the port has a quest marker. The nobles in town keep mentioning a ball at the governors, and if I try to fast travel between locations in town it gets interrupted because "something is going to happen here".

I've tried leaving port and returning, and going into the jungle, waiting a few hours or a few days. Does anyone have a fix?

Every time I had a final lesson quest not triggering I just waited in my cabin for a few hours and docked again.

I had a similar issue with Price of discretion. I'm not sure if it will make a difference here but I was arriving at the wrong time, just after 6 o clock. Make sure you land at the port during the day. 8:00 - 18:00.

Looks like I went ashore at 7:30, waiting on my ship 1 hour has fixed the problem.

Tried waiting in cabin and docking again but never seems to pop, is there a global time limit for this quest? It still shows up on the world map when at sea.

Simple. The woman only spawns during a certain time period (I usually meet her earliest at 9am, not sure what is the latest time though). Same goes for the other final lesson quests as far as I can recall.
